The Chairman of The Verkhovna Rada of Ukraine believes that activity of the PACE Monitoring Committee is of crucial importance for Ukraine.   

 

On Monday, V.Lytvyn met Renata Volvend, Co-Rapporteur of the PACE Monitoring Committee. He expressed gratitude to the Committee members and to R.Volvend personally for the "useful work" of the Committee.

 

According to V.Lytvyn, activity of this institution is utterly significant both for Ukraine, and Europe. He supposes that Ukraine shall have "an objective and unbiased stand" concerning the situation in the country, especially, during the presidential election campaign.  

 

The Parties discussed the pursuits of Ukraine taken to implement its commitments before the Council of Europe. They also dwelled upon the prospects of transition to the post-monitoring dialogue with the Council of Europe, and the current situation in Ukraine.   

 

The Head of the Parliament believes that "the political situation in Ukraine has deeper roots than the presidential campaign itself". He stated that Ukraine faced "the necessity of passing on to a new quality of its development". Given such conditions, "elections will assume greater importance than election of a new Head of State", - V.Lytvyn claimed.

 

The Chairman of The Verkhovna Rada of Ukraine answered the question of R.Volvend concerning prospective amendments to the Law on the Presidential Elections. The Chairman of The Verkhovna Rada called on the politicians with a request to abandon amendments to this law after the first round of elections. "Only certain assessments shall be made", - he believes.

 

V.Lytvyn deems necessary to amend the Law in the nearest time "to secure legal purity of the election campaign". He took a critical stand concerning the said legislative acts, restating that the resolution of the Constitutional Court "was predictable", and reminding of the recommendations of the Venice Commission to be implemented.  

 

The Chairman of The Verkhovna Rada of Ukraine underscored that drafting of the electoral legislation was dominated by the technological developments of campaign offices. He deems necessary "to exclude any factors that can negatively influence the results of the elections". Taking into account the effective Law and the resolution of the Constitutional Court, V.Lytvyn deems necessary to consider the recommendations of the Venice Commission. "The Law would be perfect thereby. An agreement shall be reached: to make minor amendments not to add political flavour to this matter", - he underscored.
